Woman arrested twice on child pornography charges

A 32-year-old Romulus woman is facing multiple felony charges for production and distribution of child sexually abusive material.

Chelsea Nicole Dunbar was arrested by the Michigan State Police (MSP) Computer Crimes Unit (CCU), Internet Crimes Against Children (ICAC) Task Force and arraigned on multiple counts of production, distribution, and aggravated possession of child sexually abusive material, and criminal sexual conduct 1st degree.

According to police reports, the investigation began in June when law enforcement became aware of Dunbar possessing computer files of child pornography.  Police said that a further investigation revealed a child victim in the case and a search warrant was executed in Romulus where Dunbar was taken into custody. The child victim was accounted for at the time of arrest, according to police accounts.

Dunbar was arraigned at the 34th District Court on one count of criminal sexual conduct 1st degree, one count of aggravated possession of child sexually abusive material, one count of using computers to commit a crime, one count of aggravated distributing or promoting child sexually abusive material, one count of distributing child sexually abusive material, one count of using computers to communicate with another to commit a crime, and one count of aggravated child sexually abusive activity.

While on bond for the first series of charges, Dunbar was arrested a second time and arraigned at the 16th District Court on one count of criminal sexual conduct 1st degree, four counts of using computers to commit a crime, two counts of aggravated child sexually abusive activity, one count of aggravated distributing or promoting child sexually abusive material, one count of using computers to communicate with another to commit a crime, and one count of aggravated possession of child sexually abusive material.

Dunbar remains in custody following the second arrest which came as a result of the investigation into the first charges. Police said that during the investigation of the Romulus charges, task force members became aware that the Detroit Police Department (DPD) was investigating another internet account used by Dunbar for child sexually abusive material and criminal sexual conduct activity. Michigan State Police investigators assisted Detroit officers in their investigation and execution of a search warrant in Southfield at a residence identified in Detroit reports.  

She was arrested and taken into custody again.

While investigating National Center for Missing and Exploited Children (NCMEC) cyber tips, additional cases reporting Dunbar's accounts were flagged again for images of interest.  These tips had reported files in which a third location in Westland was located. Michigan State Police continues to investigate the incidents.
